In 2007 at Bauhaus Dessau Foundation was formed a research group aimed to deal with the increasing trans-national partnerships between Baltic cities across the Baltic Sea region.
The western (Copenhagen-Malmo), Central (Kaliningrad), and eastern (Helsinki-Tallinn) part of the BSR was studied by a group of about 15 people having different background (artists, social workers, architects, planners, landscape architects, sociologists).

The group dealing with the eastern side of the BSR developed a blog to host the debate concerning the use of Urban Art Interventions for planning purposes.

Today the blog has been re-structured to become a proper tool capable to collect feedback to update urban policies in Tallinn.
